About the Author

Foong Cheng Leong is an Advocate and Solicitor of the High Court of Malaya who has made Intellectual Property, Information Technology, Cyber, Franchise, and Privacy and Data Protection laws the focus of his practice.  Prior to establishing his own practice, he served in one of Malaysia’s most prestigious law firms as a Senior Associate in the Intellectual Property and Information Technology Department. He has served the Malaysian Bar as its Co-Chairperson of the Bar Council Intellectual Property Committee, Co-Chairperson of the Bar Council Ad-Hoc Committee on Personal Data Protection and Co-Chairperson of the Bar Council Information Technology & Cyberlaw Committee. He has also served as the Chairman of the Kuala Lumpur Bar Information Technology Committee and also as a committee member of the Kuala Lumpur Bar Committee, where he developed a new mobile application registration system for members.
 
A registered trademark, patent and industrial designs agent, Cheng Leong advises his clients on the protection of their intellectual property rights and information technology. He has been involved in the management of the intellectual properties of many well-known international and local companies and has prosecuted and/or procured the registration of trademarks, industrial designs and patents in Malaysia and many other jurisdictions around the world. He also advises and drafts contracts relating to intellectual property and information technology.
 
On cyberlaw matters, Cheng Leong regularly advises his clients on matters relating to tech businesses and online disputes such as online defamation, sedition, harassment and unlawful communications. He taps into his vast network of lawyers outside Malaysia to assist clients in cross-border legal actions.
 
With the passing of the Personal Data Protection Act 2010 (PDPA), Cheng Leong was involved in numerous training and compliance exercises for his clients to comply with the new data protection law. He has assisted in PDPA compliance for various companies and advised many large and multinational companies on numerous issues regarding the PDPA.
